Commissioner for Co-operative Development

(i) cumulative service period of fifteen (15) years, three (3) of which must have been at the grade of Senior Deputy Commissioner for Cooperative Development, CSG 5 or in a comparable and relevant position in the wider public service; (ii) a Bachelors degree in any of the following disciplines- Cooperative Business, Co-operative Management, Co-operative and Community Development, Commerce, Business Administration, Law, Economics, Statistics, Mathematics, Marketing, Entrepreneurship, Finance, Agri-business or its equivalent from a university recognized in Kenya; (iii) a Masters degree in any of the following disciplines: - Cooperative Business, Co-operative Management, Cooperative and Community Development, Commerce, Business Administration, Law, Economics, Statistics, Mathematics, Marketing, Entrepreneurship, Finance, Agri-business or its equivalent from a university recognized in Kenya; (iv) membership to Kenya Society of Professional Co-operators (KSPC) or any other relevant professional body (where applicable); (v) certificate in Leadership Development Course lasting not less than four (4) weeks from a recognized institution; and (vi) demonstrated managerial, administrative and professional competence and a thorough understanding of national goals, policies, objectives and an ability to relate them to the management of the Co-operative sector.

(i) spearheading, the formulation, reviewing and implementation of Co-operative Development Policies, Regulations, Rules and Strategies; (ii) overseeing provision of efficient and effective co-operative legal and registration services; (iii) promoting cooperative development and registration; (iv) ensuring adoption of good governance practices in the management of co-operatives; (v) spearheading multilateral and bilateral agreements, charters, protocols and conventions on cooperative development in liaison with relevant stakeholders; (vi) overseeing inter-governmental cooperation, collaboration and consultations; (vii) overseeing public-private partnership and resource mobilization in liaison with relevant stakeholders; (viii) overseeing the administration of cooperative development; (ix) overseeing and ensuring preparation and implementation of strategic objectives, performance contracts and work plans; and (x) overseeing finances and assets management of the Directorate and overall supervision, discipline, recruitment, training and development of staff.
