What you will do
- Analyse human resource management and development structures and systems.
- Develop and propose strategies and policies for human resource management and development.
- Suggest performance improvement strategies adaptable to changing environments and technology.
- Research best practices in human resource management to guide policy development.
- Institutionalise performance management systems including staff appraisals.
- Prepare briefs on Collective Bargaining Agreements and participate in tripartite discussions.
- Ensure compliance with the Pay and Benefits Policy.
- Identify and liaise with development partners for training support.
- Maintain an up-to-date human resource development database.
- Design and implement training programmes to address skills and competency gaps.
- Monitor selection of candidates for in-service training and harmonise training programmes with demand.
- Budget and monitor utilisation of training funds including the Training Revolving Fund.
- Advise on human resource management policies, rules, and regulations and monitor their implementation.
- Advise on career and succession management, human resource planning, and utilisation.
- Coordinate preparation of Personal Emoluments budgets and implementation of performance management systems.
- Manage the Human Resource Management Information System and ensure compliance with labour laws.
- Liaise with relevant government departments and unions on human resource matters.
- Provide secretariat services to the Board’s Training Committee and oversee training activities and plans.
Requirements
- Have served at least three years as Assistant Director of Human Resource Management and Development, CPSB 04 (J/G ‘P’).
- Hold a Bachelor's degree in Human Resource Management/Development, Public/Business Administration, Economics, Education, or Social Sciences from a recognised institution.
- Have a Master's degree in Human Resource Management/Development, Industrial Relations, Education, or Public/Business Administration from a recognised institution.
- Be a member in good standing of the Institute of Human Resource Management of Kenya (IHRM-K).
- Possess the CHRP (K) qualification.
- Have completed a Strategic Leadership Development Programme of at least six weeks from a recognised institution.
- Hold a certificate in computer application skills from a recognised institution.
- Demonstrate merit and ability as shown in work performance and results.
Benefits
The position is permanent and pensionable with a salary range of KES 105,570 to 139,790.
