What you will do

  • Assist in interpreting human resource management and development regulations.
  • Research and review human resource management policies and labour laws.
  • Analyse reports on human resource matters and make recommendations.
  • Prepare agendas, take minutes, and maintain records with the Board Secretary.
  • Collect and collate human resource data from county departments.
  • Handle routine human resource correspondence.
  • Prepare and submit reports on board activities related to human resource functions.
  • Monitor implementation of human resource policies, rules, and regulations.
  • Analyse and update data for cadres and plan succession management.
  • Assist in collecting and analysing performance management reports from departments.
  • Offer technical advice in Board Committee meetings.
  • Coordinate human resource development activities and skills inventory.
  • Monitor induction, training levy, and bonding policy implementation.
  • Coordinate technical training and capacity building programmes.
  • Support training needs assessment and liaise with development partners.
  • Participate in formulating and reviewing human resource development policies.
  • Design and implement training programmes to address competency gaps.
  • Participate in selecting candidates for in-service training.
  • Conduct human resource development surveys and forecasts.
  • Analyse staffing levels and advise on succession planning and deployment.
  • Analyse staff career progression and propose career development.
  • Prepare reports on performance management and human resource information system.
  • Develop and maintain human resource development database.
  • Coordinate technical assistance training programmes.
  • Monitor and evaluate training programme impact on performance and service delivery.

Requirements

  • Must have served as Principal Human Resource Management and Development Officer (CPSB 04, J/G ‘N’) for at least three years.
  • Hold a Bachelor's degree in Human Resource Management/Development, Public/Business Administration, Economics, Education, or Social Sciences from a recognised institution.
  • Hold a Master's degree in Human Resource Management/Development, Industrial Relations, Education, or Public/Business Administration from a recognised institution.
  • Be a member in good standing of the Institute of Human Resource Management of Kenya (IHRM-K).
  • Possess the CHRP (K) qualification.
  • Have completed a Senior Management Course of at least four weeks from a recognised institution.
  • Have a certificate in computer application skills from a recognised institution.
  • Demonstrate merit and ability as shown in work performance and results.

Benefits

The salary ranges from KES 92,030 to KES 133,410. The position is permanent and pensionable.
