Certificate of Good Conduct in Kenya: DCI application guide
Use the official Police Clearance Certificate process, prepare for fingerprinting and verify the resulting certificate without paying a recruitment intermediary.

The document often called a Certificate of Good Conduct is the Police Clearance Certificate issued through the Directorate of Criminal Investigations. If a verified employer requests it, check the recruitment stage and use the official DCI service. A recruiter’s message or payment receipt does not replace the certificate.
Confirm what the employer actually requests
Read whether the certificate is needed with the first application, at an interview or after selection. Ask the verified employer about an unclear requirement, including any stated document-date condition. Do not assume every vacancy needs the same certificate at the same stage.
If you already hold a certificate, use DCI’s official verification guidance and the employer’s requirements to decide what to do next. Avoid editing a date or buying a purported replacement from someone who promises to skip the official process.
Start from DCI’s official guidance
DCI directs applicants currently in Kenya to its eCitizen service. The route and supporting documents differ for Kenyan adults, minors, foreign residents and people applying from abroad. Choose the category that matches your circumstances and read the live instructions before paying.
For a Kenyan adult, the published process includes making the online application, choosing the fingerprinting location, paying through the offered official method and preparing the generated documents. Follow the current invoice and form instructions; do not use an old social-media fee as the authority for a payment.
Prepare for fingerprinting
DCI’s adult instructions call for printed invoice copies, the generated C24 form and the original national ID at the selected fingerprinting location. Confirm the number of copies and printing instructions shown in your application before travelling. Use the location recorded in your application and check any appointment instructions.
For a different applicant category, follow DCI’s corresponding document list. A foreign resident or applicant overseas should not assume that the Kenyan-adult checklist is complete for their case. Read the official page linked below or contact DCI through its published channel.
Keep the receipt and track the application
Save the application reference, invoice and submission records privately. Check the status through your own account. DCI says applicants receive a notification when the certificate is ready to download. Processing time can vary, so do not promise an employer a completion date that the service has not confirmed.
If a deadline is approaching, explain the actual status to the employer and ask whether its process permits later submission. A receipt may show that you applied, but it should not be described as an issued clearance certificate.
Verify the certificate and send it securely
DCI publishes an official certificate-verification route at dci.ecitizen.go.ke/verify. Use the issuing authority’s verification method when checking authenticity. A recruiter’s screenshot saying “verified” is not the same as the official result.
Send the document only through the verified employer’s requested channel. Keep the downloaded original safely and avoid posting it publicly. Certificate details and your identity information should not be exposed in a public job-search group.
A checklist before you leave for fingerprinting
- Correct applicant category and official application completed.
- Chosen fingerprinting location and any appointment instructions checked.
- Current generated form and invoice copies prepared as instructed.
- Required original identification and category-specific documents ready.
- Application reference and official payment receipt saved privately.
- Employer deadline and actual certificate status recorded separately.
Avoid promises to bypass the process
Do not give another person your eCitizen password or one-time code to “release” a certificate. If you need assistance, keep control of the account and review the information entered. Use the official DCI contact route for an error or unclear status.
A legitimate document fee does not mean you should pay a recruiter to secure employment. Keep official service payments separate from a job application and preserve any suspicious messages if you need to report them.
Plan around the recruitment stage, not a promised shortcut
Write down when the employer needs the certificate and whether the current stage requires the document itself or only an application reference. Complete the official process early enough to handle a correction, but do not assume a recruiter can accelerate it. A screenshot of an old fee or turnaround claim is not a reliable basis for a current application.
Keep the receipt, appointment information and application reference together. Before sending the finished certificate, compare the identifying details and follow the official verification instructions. If an employer has a specific document-validity requirement, ask for it in writing. Avoid treating a rule from one vacancy as a universal rule for every Kenyan employer.
