Requirements

(i) cumulative service period of twelve (12) years, three (3) of which should have been at the grade of Assistant Director, Government Clearing Services, CSG 7 and above; (ii) a Bachelors degree in any of the following disciplines: Commerce, Marketing Supply Chain Management, Economics or Business Administration/Management from a university recognized in Kenya; (iii) a Diploma in clearing and forwarding from a recognized institution; (iv) a Masters degree in any of the following disciplines: Marketing, Supply chain Management, Economics or Business Administration/Management from a university recognized in Kenya; (v) a Certificate in strategic Leadership Development program lasting not less than four (4) weeks from a recognized institution; and (vi) demonstrate a thorough understanding of national goals, policies and objective and ability to the shipping and maritime function.

Duties and responsibilities

The Director, Government Clearing Services will be answerable to the Principal Secretary, responsible for Government Clearing function for overall administrative, Management and coordination of the division.

Duties and responsibilities include: - (i) formulating, coordinating and reviewing the implementation of clearing policies; (ii) ensuring Clearing standards rules, regulations and procedures are adhered to; (iii) initiating and reviewing the objectives, operational systems and procedures of the clearing services; (iv) ensuring authorization for release/removal of cargo from storage areas; (v) providing advisory services to the Government and stakeholders on clearing matters and ensuring provision of quality clearing services; (vi) development, implementation and realization of the department’s strategic plan and objectives; (vii) preparation and implementation of department’s performance contracts and appraisal systems; (viii) managing and accounting for the finances and assets of the department; and (ix) ensuring operational accountability and overall management and development of staff.
