Requirements

(i) served for a minimum period of twelve(12) years, three (3) years of which must have been at the grade of Assistant Director Cabinet Affairs/Special Programme, CSG 7 or in a comparable and relevant position in the wider public serve; (ii) a Bachelors degree in any of the following fields: Political Science, Public Administration, International Relations, Law, Economics, Economics & Statistics, Statistics, Planning and Project Management, Human Resource Management, Human Resource Planning, Business Administration, Education, Political Science/Government, International Relations or any other relevant Social Science from a university recognized in Kenya; (iii) professional qualification and membership to a relevant professional body, where applicable and in good standing; (iv) a Leadership certificate Course lasting not less than four (4) weeks from a recognized institution; and (v) demonstrated merit and ability as reflected in work performance and results.

Duties and responsibilities

An Officer at this level maybe deployed in any of the following areas: - (i) Social Sector (ii) Public Service Sector (iii) Cabinet Affairs Secretariat (iv) Evaluation and Reporting (v) Economic sector

At Social Sector duties and responsibilities will include: - (i) co-ordinating the development of resource mobilization strategies for special Government initiatives; (ii) monitoring an evaluation of special government initiatives’ resource utilization; (iii) implementing policies, standards, guidelines, and frameworks for social sector reforms in public sector institutions; (iv) co-ordinating sensitization programmes on stakeholders’ awareness of various Special Government Initiatives in social sector; and (v) co-ordinating the monitoring of institutionalization of special government initiatives in public sector institutions.

At Public Service Sector duties and responsibilities will include: - (i) developing and implementing policies, strategies, projects, and programmes for Public Sector Reforms; (ii) coordinating the development, implementation, and review of frameworks and strategies for BPR in Public Institutions; (iii) co-ordinating the development and roll-out of capacity-building programmes for MDAs implementing Public Sector Reforms; (iv) developing monitoring, evaluation, and reporting frameworks on the implementation of Public Sector Reforms; (v) co-ordinating the research, innovation, and incubation Public Sector Reforms; (vi) co-ordinating the provision of technical advice and support to MDAs on public sector reforms; (vii) formulating collaborations and partnerships frameworks with MDAs, Independent Offices, and Constitutional Commissions in the implementation of the Public Sector Reforms; and (viii) co-ordinating the development, update, and maintenance of the Central Database for public sector reforms.

At Cabinet Affairs Secretariat, duties and responsibilities will include: - (i) reviewing the policy briefs, summaries, quick reference guides, an advisory on Cabinet Committee agendas for the cabinet committee; (ii) providing technical support to MDAs in the preparation of Cabinet Memoranda; (iii) validating and reviewing guidelines for the development of Cabinet Memoranda; (iv) appraising the drafted Cabinet Committees’ resolutions for submission to the Cabinet; and (v) reviewing the sequenced and organized Cabinet Committee deliberations for the Repository.

At Evaluation and Reporting, duties and responsibilities will include: - (i) co-ordinating Multi-Sectoral Technical Committees on the implementation and reporting of Cabinet Decisions; (ii) providing leadership in addressing challenges in the implementation of the Action Plans of Cabinet Decisions; (iii) validating situational briefs and bulletins on the implementation of Cabinet decisions; (iv) co-ordinating the preparation of quarterly and annual progress reports on the implementation of Cabinet Decisions by MDAS; (v) co-ordinating the development and review of implementation guidelines, and reporting frameworks for Cabinet Decisions across all MDAS, (vi) developing and facilitating the maintenance of the Cabinet Decisions Management Information System; and (vii) co-ordinating training and capacity-building on the usage of the Information System to MDAs.

At Economic Sector, duties and responsibilities will include: - (i) developing policies and strategies for special Government Initiatives and Programmes; (ii) developing frameworks for implementation and reporting on development partners’ projects and programmes; (iii) planning and organizing sensitization stakeholders’ awareness forums on Special Government Initiatives in the economic sector; and (iv) monitoring of institutionalization of special government initiatives in public sector institutions.
