Requirements
(i) served for a minimum period of fifteen (15) years, three (3) years of which should have been at the grade of Deputy Director Cabinet Affairs/Special Programme, CSG 6 or in a comparable and relevant position in the wider public service; (ii) a Bachelors degree in any of the following fields: Political Science, Public Administration, International Relations, Law, Economics, Economics & Statistics, Statistics, Planning and Project Management, Human Resource Management, Human Resource Planning, Business Administration, Education, Political Science/Government, International Relations or any other relevant Social Science from a university recognized in Kenya; (iii) a Masters degree in any of the following fields: Public Administration (MPA); Political Science (with a focus on Public Policy or Government); International Relations (with a focus on Diplomacy or Security Studies); Public Policy; Business Administration (MBA); Law (JD or LLM), Economics, Econometrics, Statistics, Planning and Project Management, Human Resource Management, Human Resource Development, Human Resource Planning, International Relations, Public Administration, Business Administration, or equivalent qualification from a university recognized in Kenya; (iv) professional qualification and membership to a relevant professional body and in good standing (where applicable); (v) certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution; and (vi) demonstrated a thorough understanding of national goals, policies, and development objectives and the ability to transform them into progressive Programmes.
Duties and responsibilities
An Officer at this level maybe deployed in any of the following areas: - (i) Social Sector (ii) Public Service Sector (iii) Cabinet Affairs Secretariat (iv) Evaluation and Reporting (v) Economic sector
At Social Sector, duties and responsibilities will include: - (i) collaborating with relevant agencies and partners on resource mobilization initiatives; (ii) monitoring and evaluation of special government initiatives’ resource utilization; (iii) developing and implementing policies, standards, guidelines, and frameworks for social sector reforms in public sector institutions; (iv) overseeing stakeholders’ awareness creation of various special government initiatives in social sector; and (v) spearheading and monitoring the institutionalization of special government initiatives in public sector institutions.
At Public Service Sector, duties and responsibilities will include: - (i) co-ordinating development, implementation, and review of policies, strategies, projects, and programmes for Public Sector Reforms; (ii) coordinating business process analysis, mapping, modelling, and re-engineering (BPR); (iii) reviewing of capacity-building programmes for MDAs implementing Public Sector Reforms; (iv) co-ordinating monitoring, evaluation, and reporting on the implementation of Public Sector Reforms; (v) overseeing the research, innovation, and inclusion pf public sector reforms; (vi) overseeing the provision of technical advice and support to MDAs on Public Sector reforms; (vii) co-ordinating collaborations and partnerships with MDAs, Independent Offices, and Constitutional Commissions in the implementation of the Public Sector Reforms; and (viii) ensuring the development, update, and maintenance of the Central Database for Public Sector reforms.
At Cabinet Affairs Secretariat, duties and responsibilities will include: - (i) ensuring the preparation and quality assurance of policy briefs, summaries, quick reference guides, and advisory on Cabinet Committee agendas for the cabinet committee; (ii) providing technical support to MDAs in the preparation of Cabinet Memoranda; (iii) spearheading formulation and review of guidelines for the development of Cabinet Memoranda; (iv) guiding the preparation of the Cabinet Committee’s resolutions for submission to the cabinet; and (v) ensuring the development, and maintenance of Cabinet Committee Deliberations Repository.
At Evaluation and Reporting Area, duties and responsibilities will include: - (i) co-ordinating Multi-Sectoral Technical Committees on the implementation and reporting of Cabinet Decisions; (ii) overseeing implementation and review of MDAs action plans on Cabinet Decisions; (iii) overseeing the preparation of situational briefs, bulletins, quarterly, and annual progress reports on implementation of Cabinet Decisions; (iv) overseeing the development and review of reporting frameworks, and implementation guidelines for Cabinet Decisions across all MDAs; (v) guiding the development and review of implementation guidelines for Cabinet Decisions across all MDAs; (vi) co-ordinating the development, update and maintenance of Cabinet Decisions Management Information System; and (vii) overseeing training and capacity-building to MDAs of the Information System.
At Economic Sector, duties and responsibilities will include: - (i) co-ordinating development, review, and implementation of policies and strategies for special Government Initiatives and Programmes; (ii) developing and reviewing frameworks for implementation and reporting on development partners’ projects and programmes; (iii) co-ordinating sensitization programmes on stakeholders’ awareness of various Special Government Initiatives in the economic sector; and (iv) co-ordinating the monitoring of institutionalization of special government initiatives in public sector institutions.
