Requirements
(i) served for cumulative period of twelve (12) years, three (3) years of which must have been at the grade of Principal Programmes Officer, CSG 8 or in a comparable and relevant position in the wider public service; (ii) a Bachelors degree in any of the following fields: Political Science, Public Administration, International Relations, Law, Economics, Economics & Statistics, Statistics, Planning and Project Management, Human Resource Management, Human Resource Planning, Business Administration, Education, Political Science/Government, International Relations or any other relevant Social Science from a university recognized in Kenya; (iii) professional qualification and membership to a relevant professional body, where applicable and in good standing; (iv) a certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution; and (v) demonstrated merit and ability as reflected in work performance and results.
Duties and responsibilities
An Officer at this level maybe deployed in any of the following areas: - (i) Social Sector (ii) Public Service Sector (iii) Cabinet Affairs Secretariat (iv) Evaluation and Reporting (v) Economic sector
At Social Sector, duties and responsibilities will include: - (i) developing resource mobilization concept notes for special government initiatives; (ii) monitoring and evaluation of special government initiatives’ resource utilization; (iii) implementing policies, standards, guidelines, and frameworks for social sector reforms in public sector institutions; (iv) planning and organizing stakeholder awareness forums on Special Government Initiatives in the social sector; and (v) monitoring institutionalization of special government initiatives in public sector institutions.
At Public Service Sector, duties and responsibilities will include: - (i) implementing policies, strategies, projects, and programs for Public Sector Reforms; (ii) implementing frameworks and strategies for BPR in the public sector; (iii) developing and rolling out capacity-building programmes for MDAs implementing Public Sector Reforms; (iv) undertaking monitoring, evaluation, and reporting on the implementation of Public Sector Reforms; (v) undertaking research on thematic areas on innovation and incubation in public sector reforms; (vi) providing technical advice and support to MDAs on public sector reforms; (vii) fostering collaborations and partnerships frameworks with MDAs, Independent Offices, and Constitutional Commissions in the implementation of the Public Sector Reforms; and (viii) developing and maintaining the Central Database for public sector reforms.
At Cabinet Affairs Secretariat
Duties and responsibilities at this level will include: - (i) drafting the policy briefs, summaries, quick reference guides, and advisory on Cabinet Committee agendas for the Cabinet committees; (ii) providing technical support to MDAs in the preparation of Cabinet Memoranda; (iii) formulating and reviewing guidelines for the development of Cabinet Memoranda; (iv) drafting the Cabinet Committee’s resolutions for submission to the Cabinet; and (v) reviewing and sequencing Cabinet Committee Deliberations for the Repository.
At Evaluation and Reporting, duties and responsibilities will include: - (i) tracking resolutions of Multi-sectoral Technical Committees; (ii) providing periodic updates on the implementation of Cabinet Decisions; (iii) undertaking the review of Action Plans on implementation of Cabinet Decisions; (iv) reviewing situational briefs and bulletins on the implementation of Cabinet Decisions; (v) reviewing monthly, quarterly, and annual progress reports on the implementation of Cabinet Decisions by MDAs; (vi) validating the implementation guidelines and reporting frameworks for monitoring the implementation of Cabinet Decisions in the MDAs; (vii) maintaining Cabinet Decisions Management Information System; and (viii) undertaking training and capacity-building for users of the Information System.
At Economic Sector, duties and responsibilities will include: - (i) drafting of policies and strategies for Special Government Initiatives and programmes; (ii) preparing reports on Development Partners’ programmes/projects implementation progress; (iii) preparing and disseminating information on Special Government Initiatives in the economic sector; and (iv) developing and reviewing frameworks for monitoring the institutionalization of special government initiatives in public sector institutions.
