Requirements

  • A master's degree in international development, international relations, social sciences, environmental sciences, disaster management, or related field with at least seven years of relevant experience; or a university degree with at least nine years of relevant experience.
  • Significant experience managing multi-country or regional programmes on disaster preparedness, response, displacement management, disaster risk reduction, and durable solutions.
  • Extensive operational experience in displacement contexts caused by crises such as disasters and conflict.
  • Proven expertise in developing and implementing area-based and localisation strategies.
  • Experience in coordinating multi-country actions and supervising diverse teams.
  • Strong knowledge of displacement management, emergency preparedness and response, disaster risk reduction, durable solutions, climate change adaptation, and environmental governance, with at least six years in displacement crisis and post-crisis contexts.
  • Ability to design strategic guidance and operationalise whole-of-displacement responses across humanitarian, peace, and development sectors.
  • Experience managing large donor-funded projects, particularly with the European Union, including donor relations and reporting.
  • Skills in regional partnership development, policy engagement, and high-level representation with UN agencies, regional organisations, governments, and civil society.
  • Familiarity with regional cooperation mechanisms in the programme's target areas is highly desirable.
  • Strong strategic leadership, coordination, analytical, communication, negotiation, and digital skills.
  • Fluency in English is required; working knowledge of Portuguese and other UN languages is an advantage.
