ation of water supply and sewerage infrastructure projects at the Sub-County level to ensure compliance with approved designs, specifications, quality standards, work plans, and contractual requirements; Prepare project concept notes, technical briefs, project proposals, and participate in project identification, appraisal, planning, budgeting, and prioritization in accordance with County development priorities; Monitor, evaluate, and inspect water supply, sanitation, and sewerage programmes and projects to assess progress, quality of works, functionality, sustainability, and compliance with engineering standards, environmental regulations, and occupational health and safety requirements; Prepare engineering drawings, bills of quantities (BoQs), technical specifications, cost estimates, and tender documents for water supply, sanitation, and sewerage projects in accordance with applicable engineering standards and procurement regulations; Supervise, coordinate, and mentor technical staff, artisans, operators, and other support personnel under his or her responsibility to ensure efficient service delivery, optimal performance, and achievement of departmental work plans and annual performance targets; Prepare and submit accurate monthly, quarterly, annual, and project completion reports on the implementation and performance of water supply and sewerage projects to the Director of Water, highlighting achievements, challenges, lessons learned, and recommendations; Participate in public participation forums, stakeholder consultations, community mobilization, and sensitization programmes to promote community ownership, transparency, accountability, and sustainability of water, sanitation, and sewerage projects; Conduct routine inspections, condition assessments, and performance evaluations of water supply systems, sewerage infrastructure, boreholes, pipelines, storage facilities, and water treatment works, and recommend appropriate maintenance, rehabilitation, or corrective measures; Support water quality monitoring and surveillance programmes by coordinating water sampling, testing, and reporting, and recommend corrective actions to ensure compliance with national drinking water quality standards and public health requirements; Maintain accurate records, asset inventories, project documentation, technical drawings, maintenance logs, and databases to facilitate planning, reporting, monitoring, and informed decision-making; Provide technical advice and support to communities, water management committees, contractors, consultants, and other stakeholders on the planning, construction, operation, maintenance, and sustainable management of water supply and sewerage infrastructure; Perform any other duties related to water supply, sanitation, sewerage, and infrastructure management as may be assigned by the Supervisor from time to time.
For appointment to this grade, an applicant MUST have: - Diploma in any of the following disciplines; Water Engineering, Civil Engineering, Agricultural Engineering, Water Technology and any other related field from a recognized institution.
