Duties and Responsibilities
Background: Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices.
Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. Background and Context Financing remains one of the key enablers for the implementation of disaster risk reduction policies and strategies across Africa.
While various sources of domestic and international financing support disaster risk management, there is limited consolidated information on the scale, allocation, effectiveness and distribution of investments for risk reduction. The Africa DRR Finance Barometer aims to address this gap by establishing a harmonized framework for tracking DRR financing across participating RECs and Member States. The initiative will build on the methodologies of the Global Observatory on DRR Financing while adapting indicators, definitions and classifications to African institutional and financing contexts. The pilot phase will involve selected RECs and Member States and will generate lessons to support continent-wide scale-up.
Objective and Scope of Work The purpose of this consultancy is to support UNDRR, the African Union Commission, participating RECs and Member States to: • Develop a harmonized Africa DRR Financing Monitoring Framework. • Identify and assess available DRR financing data sources. • Compile and analyse pilot DRR financing data. • Support the development and testing of the Africa DRR Finance Barometer dashboard. • Document lessons learned and recommendations for future expansion and sustainability. Tasks and Responsibilities Under the supervision of the Economic Affairs Officer at UNDRR Regional Office for Africa, the Consultant will be responsible for the following tasks and activities: 1. Inception and Coordination a.
Review relevant documentation on DRR financing, the Global Observatory on DRR Financing, and AWGDRR decisions. b. Participate in consultations with UNDRR, the African Union Commission (AUC), participating RECs and other stakeholders to agree on scope, methodology and implementation arrangements. c. Prepare an inception report and implementation plan and provide regular technical updates throughout the assignment. 2. Development of the Africa DRR Financing Monitoring Framework a. Adapt global DRR financing definitions, indicators and classifications to the African context. b. Develop a harmonized monitoring framework, reporting templates and metadata guidance covering financing sources, instruments, sectors and areas of investment 3.
Stakeholder Mapping, Data Collection and Analysis a. Map relevant institutions, data systems and financing information sources at continental, regional and national levels. b. Compile, review and harmonize available DRR financing data from participating RECs and selected Member States. c. Assess data quality, identify gaps and constraints, and analyse financing trends, allocations and financing gaps 4. Dashboard Development and Validation a. Develop technical requirements and support the design, population and testing of the Africa DRR Finance Barometer dashboard. b. Support validation of the framework, dataset and dashboard through consultations and regional validation workshop(s). 5. Final Reporting and Recommendations a.
Develop guidance on data quality assurance and future reporting arrangements. b. Document lessons learned and prepare recommendations for institutionalization, sustainability and scale-up of the Barometer across Africa. c. Submit a final consultancy report. This consultancy is home-based, and the consultant will work under the overall supervision of the Programme Management Officer at the Regional Office for Africa
Qualifications/special skills
Advanced university degree in Economics, Public Finance, Development Finance, Disaster Risk Management, Public Policy, Statistics, Data Analytics, or a related field is required. Seven (7) years of relevant professional experience in public finance, development finance, disaster risk financing, climate finance or related fields is required. A first-level university degree in any of these fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Experience in developing financing frameworks, indicators, monitoring systems or analytical dashboards is required Experience undertaking policy and institutional assessments in Africa is required.
Experience working with regional organizations, governments, development partners or international organizations is required. Experience analyzing public finance, development assistance or investment data is required. Knowledge of disaster risk reduction, climate adaptation finance, the Sendai Framework and Agenda 2063 is desirable Experience facilitating multi-stakeholder consultations and validation workshops is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of French is desirable.
