What you will do

  • Review Moscow’s public finance registry to classify capital infrastructure investments from the past three financial years.
  • Coordinate with municipal departments to geo-reference major capital assets and organize financial data into a spatial matrix.
  • Analyze financial expenditure patterns to identify priority areas, infrastructure delivery methods, and funding gaps related to SDG targets.
  • Prepare technical inputs including graphs, tables, and narrative for the financial sections of the VLR and related SDG Discussion Papers.
  • Incorporate feedback from UN-Habitat teams and government partners to refine data and reports.

Requirements

  • A master's degree or equivalent in fields such as Economics, Public Policy, Public Finance, Political Science, Development Studies, or related areas. Alternatively, a first university degree plus two additional years of relevant experience may be accepted.
  • At least five years of work experience in public finance, public policy, or urban governance research.
  • Strong analytical skills to handle complex municipal financial data and produce policy-relevant documents and visual heatmaps.
  • Experience with Own Source Revenue or municipal finance.
  • Fluency in English, both spoken and written.
  • Experience working in the Russian Federation and Moscow is preferred.
  • Experience with SDG-related work, urban sustainability reporting, or VLR/VNR development is desirable.
  • Experience with international development agencies such as the United Nations is desirable.
  • Knowledge of Russian language is an advantage.
