The organisation is a Kenyan non-governmental organisation dedicated to combating trafficking in persons and supporting survivors of human trafficking.

It works across prevention, protection, prosecution and partnerships, with a strong commitment to survivor-centred, rights-based and trauma- informed approaches. The organisation operates offices, shelters and field programmes in different locations and works with survivors, government institutions, law enforcement agencies, partners and other stakeholders. The organisation therefore requires robust security and risk-management systems that protect people, information, assets and programme operations while maintaining a low-profile and survivor-centred approach. 2. Purpose of the Position The Security Manager will provide strategic and operational leadership for the organisation's organisational security and risk-management function.

The position will be responsible for protecting survivors, children, staff, visitors, offices, shelters, assets, information and programme operations from foreseeable security risks. The Security Manager will lead security risk assessments, develop and maintain security protocols, oversee physical security arrangements, support safe field operations and travel, coordinate emergency preparedness and incident response, and provide security advice to management.

Given the sensitive nature of the organisation's work, the position will also have responsibility for ensuring that security measures protect survivor confidentiality and the discreet nature of the organisation's shelter and programme operations. 3. Key Responsibilities

Organisational Security Strategy

  • Develop and implement the organisation's organisational security strategy and annual security work plan. ● Establish security standards applicable to offices, shelters, field locations, staff travel and programme activities. ● Develop and regularly review the organisation's security policies, procedures and protocols. ● Advise the Executive Director and Senior Management Team on emerging security risks.
  • Maintain an organisational security risk register. ● Ensure security considerations are integrated into programme planning and operational decision-making. ● Regularly review security arrangements in response to changes in the operating environment. B. Security Risk Assessments
  • Conduct regular security risk assessments for:

○ Offices ○ Shelters and safe houses ○ Field offices and programme locations ○ Staff residences where relevant to organisational risk ○ Training and event venues ○ Field missions ○ Staff travel ○ High-risk programme activities

  • Identify physical, operational, environmental, digital and contextual security risks. ● Develop appropriate mitigation measures for identified risks.
  • Conduct security assessments before establishing or moving programme locations. ● Provide security recommendations to management before deployment to higher-risk areas. ● Review risk assessments following significant incidents or changes in the operating environment. C. Shelter and Survivor Security
  • Develop and oversee security protocols for the organisation's shelters and safe houses. ● Ensure appropriate access-control systems are in place. ● Ensure shelter locations and resident information remain confidential. ● Work closely with the Shelter House Matron/Patron and Case Management Team on security matters. ● Establish procedures for visitors, deliveries, contractors and service providers accessing shelters.
  • Ensure security personnel assigned to shelters understand confidentiality and safeguarding requirements. ● Develop emergency procedures appropriate to the shelter environment.
  • Assess risks associated with individual residents where this is relevant and appropriate, in coordination with the case-management team. ● Ensure security arrangements do not unnecessarily restrict residents' dignity, rights or autonomy. ● Ensure security personnel understand that residents are not to be treated as offenders or prisoners. D. Physical Security
  • Oversee physical security arrangements for the organisation's facilities. ● Develop and maintain access-control procedures. ● Review perimeter security, lighting, locks, gates, alarms and other security measures. ● Coordinate security guard deployment and duty schedules. ● Monitor performance of contracted security companies.
  • Ensure security personnel receive appropriate induction and understand the organisation's requirements. ● Conduct routine security inspections. ● Identify and address vulnerabilities in facilities. ● Coordinate repairs or improvements required to address security risks. E. Security Personnel Management
  • Supervise the organisation's security staff and coordinate contracted security providers. ● Develop appropriate security post orders and responsibilities. ● Ensure guards are appropriately trained and briefed. ● Monitor attendance, conduct and performance of security personnel. ● Ensure security personnel understand safeguarding, confidentiality and professional conduct requirements. ● Establish appropriate reporting and escalation procedures.
  • Investigate security-related performance concerns in accordance with the organisation's procedures. ● Ensure adequate security coverage for offices, shelters and approved activities. F. Staff Safety and Duty of Care
  • Provide security guidance and advice to staff. ● Develop staff security protocols and minimum safety standards. ● Conduct security briefings for staff working in higher-risk environments. ● Ensure new staff receive appropriate security orientation. ● Advise staff on safe travel and fieldwork practices. ● Establish procedures for staff check-ins during higher-risk field assignments. ● Monitor security conditions affecting staff and recommend appropriate measures. ● Support management in responding to staff security incidents.
  • Ensure staff know how to report security concerns. G. Travel and Field Security
  • Develop travel-security procedures for staff undertaking field missions. ● Conduct or coordinate travel risk assessments where required. ● Provide security briefings before deployment to higher-risk locations.
  • Establish appropriate communication and check-in procedures for field teams. ● Monitor security developments relevant to field operations. ● Advise management when travel plans require modification due to security concerns. ● Support emergency extraction or relocation planning where required. ● Maintain appropriate emergency contacts and escalation procedures. ● Work with programme teams to ensure security requirements are incorporated into field activity planning. H. Emergency Preparedness and Crisis Management
  • Develop and maintain the organisation's emergency preparedness and response plans.
  • Develop protocols for responding to:

○ Fire ○ Intrusion ○ Threats against staff or facilities ○ Violence ○ Civil unrest ○ Natural disasters ○ Medical emergencies ○ Security incidents affecting survivors ○ Missing persons ○ Other significant emergencies

  • Coordinate emergency drills and preparedness exercises. ● Maintain emergency contact lists. ● Establish clear incident escalation procedures. ● Support management during security emergencies. ● Coordinate with relevant emergency services and authorities where appropriate. ● Lead or coordinate post-incident reviews and recommend corrective measures. I. Incident Management and Reporting
  • Establish a standardised system for reporting and documenting security incidents.
  • Ensure serious incidents are immediately escalated to appropriate management. ● Maintain a confidential security incident register. ● Analyse incidents to identify patterns, recurring risks and preventive measures. ● Conduct or coordinate post-incident reviews. ● Develop periodic security reports for management. ● Ensure security incidents involving survivors are handled in a survivor-centred and confidential manner. ● Coordinate with safeguarding personnel where a security incident also raises safeguarding concerns. J. Government, Law Enforcement and External Security Coordination
  • Maintain appropriate professional relationships with relevant security and emergency institutions.
  • Liaise with police, emergency services and other authorities where necessary and authorised. ● Support coordination with local authorities in areas where the organisation operates. ● Develop appropriate emergency contacts and referral arrangements.
  • Ensure engagement with authorities does not compromise survivor confidentiality or the organisation's safeguarding responsibilities. ● Advise management on appropriate engagement with law enforcement in security-related matters. K. Security During Events and Activities
  • Conduct security assessments for major organisational events, trainings, conferences and public activities. ● Develop event security plans where required. ● Assess venue access, emergency exits, crowd management and emergency arrangements. ● Coordinate security personnel for higher-risk events. ● Provide advice on security arrangements for senior management and high-profile events. ● Ensure event security measures remain proportionate and respectful of participants. L.

Information and Confidentiality Security

The Security Manager will work closely with management and relevant technical personnel to protect sensitive information from physical and operational security risks. Responsibilities include:

  • Protect confidentiality of shelter locations and survivor identities. ● Ensure physical documents containing sensitive information are appropriately secured. ● Identify risks arising from unauthorised access to offices, shelters and records. ● Advise management on physical and operational information-security risks. ● Support protocols for handling sensitive documents and confidential communications. ● Ensure security personnel do not access, photograph, copy or disclose confidential survivor information.
  • Escalate suspected information-security breaches through appropriate channels. The Security Manager will not replace the technical IT/data-security function but will address physical and operational security risks relating to information. M. Security Training and Awareness
  • Develop and deliver security briefings and awareness sessions for staff. ● Train staff on emergency procedures and incident reporting. ● Conduct regular security awareness sessions for shelter and field staff.
  • Ensure security personnel receive appropriate training on:

○ Safeguarding ○ Confidentiality ○ Professional boundaries ○ Survivor-centred approaches ○ Emergency response ○ Fire safety ○ First aid awareness ○ Incident reporting

  • Maintain records of security training and drills.

Procurement and Security Equipment

  • Advise Finance & Administration on security-related procurement. ● Develop specifications for appropriate security equipment and services. ● Assess security service providers and contractors. ● Monitor security equipment and assets. ● Ensure security equipment is maintained and functional. ● Recommend improvements based on changing risks and organisational needs. O. Security Budget and Resource Management
  • Develop annual security budgets and operational requirements. ● Monitor security-related expenditure. ● Ensure security resources are appropriately allocated according to risk. ● Provide management with cost-effective security recommendations.
  • Support procurement processes for security services and equipment. 4. Key Working Relationships

Qualifications and Experience

Essential

  • Bachelor's degree in Security Management, Risk Management, Criminology, International Security, Disaster Management, Emergency Management or a related field.
  • At least 7 years of relevant experience in security, risk management or safety, preferably in an NGO, humanitarian, human rights or international development environment. ● At least 3 years in a supervisory or management role. ● Demonstrated experience conducting security and risk assessments.
  • Experience developing organisational security policies and procedures. ● Experience managing security personnel and security service providers. ● Experience developing emergency response and business continuity arrangements. ● Strong knowledge of the Kenyan security and operating environment. ● Excellent analytical and risk-assessment skills. ● Strong communication, judgement and decision-making skills. ● High level of integrity, discretion and confidentiality. Desirable
  • Master's degree in Security Studies, Risk Management, International Security, Disaster Management or a related field. ● Professional certification in security or risk management. ● Experience with NGO security management.
  • Experience working with survivors of trafficking, GBV or other vulnerable populations. ● Experience managing security for shelters or safe houses. ● Experience in hostile environments or field security management. ● First aid and emergency response training. ● Experience with security information management and incident-tracking systems. ● Experience developing organisational crisis-management systems. 6.

Safeguarding and Ethical Responsibilities Given the organisation's survivor-centred approach, the Security Manager must ensure that security measures do not undermine the rights, dignity or autonomy of survivors. The post holder will:

  • Uphold the organisation's safeguarding and child protection policies. ● Treat all survivors and staff with dignity and respect. ● Ensure security personnel understand safeguarding obligations.
  • Prevent harassment, intimidation, discrimination or inappropriate treatment by security personnel. ● Maintain strict confidentiality regarding survivors and shelter locations. ● Ensure children are protected from inappropriate security practices. ● Never use unnecessary force or intimidation. ● Ensure security measures are proportionate to identified risks. ● Immediately report safeguarding concerns involving security personnel. ● Ensure security incidents involving survivors are handled sensitively and confidentially. 9.
