What you will do

  • Coordinate awareness and training initiatives on staff conduct obligations, focusing on discrimination, harassment, and abuse of authority.
  • Serve as the initial contact for misconduct concerns, conduct preliminary assessments, and advise complainants on appropriate procedures.
  • Maintain confidential records on conduct and discipline, identify trends, and assist in preparing periodic reports including the Annual Report on Conduct and Discipline.
  • Provide legal advice to the Executive Director on conduct and discipline issues and recommend solutions for systemic problems.
  • Support the Chief Risk Officer and Enterprise Risk Management Secretariat by preparing documentation, supporting risk prioritisation discussions, and updating risk management tools.
  • Collaborate with various internal functions to review and improve risk mitigation measures and promote a risk-aware culture through training and communication.
  • Support the monitoring, receipt, and initial screening of complaints under UNEP's Stakeholder Response Mechanism and provide advice on protective measures against retaliation.

Requirements

  • An advanced university degree (Master's or equivalent) in law or related field is required; a first-level degree with two additional years of experience may be accepted.
  • Professional or academic training in administrative law, environmental and social safeguards, conduct and discipline, enterprise risk management, grievance redress, dispute resolution, or compliance is desirable.
  • At least five years of progressively responsible professional legal experience or related fields such as advisory services, compliance, administration, or programme management is required.
  • Experience in conduct and discipline, enterprise risk management, grievance redress, accountability mechanisms, environmental and social safeguards, ethics, compliance, or human resources policy is required.
  • Experience in handling confidential or sensitive cases and coordinating among legal, HR, ethics, oversight, risk management, programme, or compliance functions is desirable.
  • Experience with stakeholder grievance mechanisms, dispute-resolution, compliance reviews, or environmental and social accountability frameworks is desirable.
  • Experience in data analytics or related areas for two or more years is desirable.
  • English language proficiency is required at UN Level II; knowledge of Arabic, Chinese, Russian, Spanish, or French at UN Level II is desirable.
